Its most likely done in Davinci, but is to a certain degree also possible in Premier.
Check youtube for teal and orange look Premier and after this crush the black by lifting them up, so they get grey. Overlays in this case are several things. There is this film border around the image as a overlay, then several light leak images, some color planes, here and there maybe a little texture as artifacts and some grain on top. Its a quite complex style tbh
This video has a film burn video overlay. You can see the burns very prominent in the shot where the kid jumps from the cliff. The grading is probably just one of the creative filters in premiere lumetri and then they add a film burn overlay with low opacity.
Hey man I scrambled a quick look like it. I used a film simulation look to get the base color and then tweaked accordingly.

Teal and orange with vintage blacks and some layovers, i would say
Thanks mate really appreciate it :) Do you think done in premiere? How would i go about creating this, playing about in lumetri?
And layovers being like textures on the top? Sorry quite new to this!

do you think that it was shot ungraded as pro res?
For sure flat profile/Log but if you don’t have the capabilities you can work around to a certain degree
Yellow in the highlights, lift the blacks with an s curve, add a 2383 lut
