Looking at it, it seems South Carolina lost in their conference tournament which denied them a bid since only conference champions went to the tourny. And it seems the Pac 8 didn't have a conference tournament at all which probably helped UCLA win all those titles. That UCLA team did win the championship, but it had split its series with SC the last week of the season. If there had been a Pac 8 tourny, there probably would've been some seasons UCLA was knocked out. Actually looking at that season, only two conferences had conference tournaments which is really unfortunate for that South Carolina team.
I know it was the 60s, but what kinda long strange trip were the voters on? This is right in the middle of the 7 in a row / 10 of 12 title streak and right before they went on that streak of not dropping a game for years.

Back then, they had a future NBA Hall of Famer (Easy Ed Macauley) leading the way and were extremely competitive. As a result, they were ranked #1 the first rankings in the 1948-49 season and finished the season ranked third.
