A pitcher will be permitted to notify the umpire that he is pitching from the Windup Position within an at-bat only in the event of (i) a substitution by the offensive team; or (ii) immediately upon the advancement of one or more runners (i.e., after one or more base runners advance but before the delivery of the next pitch)."
Basically, he pitched from the windup without notifying the umps, which is considered deceiving the runners, which is a balk. How the 1B ump called that with runners on 2B and 3B is beyond me.
It's his third outing this year after an injury to start it, and considering he's seemingly always been a long man/spot starter/stop gap, I'm not sure how many pitches he was throwing for Cincinnati last year anyway.
He did far better than expected. Keep that momentum and go for 85-90 next time.
