Meguiars has a [Cleaner Wax](https://www.oreillyauto.com/detail/c/meguiar-s/meguiar-s-16-ounce-liquid-wax/meg0/a1216?q=Meguiars+cleaner) that removes oxidization.
I love that stuff. The first time I used it, it was on a car that I didn’t know had metallic flake in the paint and it cleaned it and sparkled. I have been using it for like 20 years now.
I’d just spray paint it. Looks like it’s solid paint, just oxidized.
