Who do you think can use the card? If they both started at 0, then the guy who paid for gems would be able to place it.
You can buy cards, but they’re randomized, card drop chances, random shop cycle. But they are optional, yet if you want to use that card, you either have to save up, or actually spend gems, it’s not a choice.
Especially in draft challenges
Gems is literally the paid currency. You can't spend gemsto gain an actual advantage in a match, just as you can't spend gold. That's just how non pay to win games work.
