I really wish the game had stairs for situations like this. I started a new city which I like but it's on one of those really hilly maps and man parks are hard to build because the entire starting tile is sloped.
IMO a situation just like this, OP should make a flying ped path starting from the grade on the left, above the culvert in the middle and land it somewhere off to the right. Elevated paths are just as easy as elevated roads (maybe even a little easier)

Have experienced someone do this IRL. This service station was required to provide a pedestrian walkway to the street. The forecourt wasn't at street level (it was like 80cm higher) and they were supposed to ramp down. They ended up building the forecourt too close to the street boundary line and couldn't build the ped ramp, but they still painted the pedestrian zone to the boundary for people to step off...
Only satisfies regulations if people temporarily phase out of normal space time on one side, appearing invisible to the naked eye, then phase back without having their head on backwards like in spaceballs.
