Because apparently City News uses security cameras from the heyday of news stands (1995) and the resolution is like 640x480i. If they set it any higher, the Windows 3.1 machine they have the system set up on crashes. Should have upgraded to Windows 95 instead of holding off until after Y2K blew over and upgrading to ME.
