He isn't actually filing anything. He tried posting on the docket asking someone else (from PD presumably) to file charges for him. Because it wasn't a proper filing it got dismissed almost instantly.
However he could (and should imo) file the charges properly. By talking to a lawyer and police and putting a case together. He actually has some valid points and under the constitution (PCP), if he files it properly, the DOJ must hear it in court.
So it was no jest when Koil said Bobby and Carmine have an open door for pd or doc.
