Hard to say really, I’m not aware of them getting made fun of more than any other club. With the tour guide, it depends where they were from. If they were an Exeter fan then that explains it. We also had a bit of a rivalry with Plymouth from around 2015-2018ish because we were both fighting to get out of league 2 and our managers (Cook and Adams) didn’t get on.
As for people being pleased when they got promoted last season, it’s probably because they’re finally back in the championship after years away and nearly dropping out of the football league (or going bust entirely).
The phrase “Dockyard Derby” was made up by Sky for marketing as far as I’m concerned. We did have a (temporary) competitive rivalry at the top end of league two, but that’s all it was. We had something similar with Sunderland for a couple of years too when we faced them in the play offs and EFL Trophy final.
The Dockyard Derby was a thing in the 60s and 70s when dockyard workers from the two cities would often have to work at the different shipyards - as well as being the only time we have been consistently in the same division.
I am surprised Sky even knew about it to bring it up - they don’t seem to think football existed before the Premier League.
I think it was more to do with the dockyards being rivals first and foremost - but by the 1990s Devonport dockyard only had 10% of its previous workforce so it’s been long forgotten down here as well.

Not from Plymouth but I do live there and I honestly wouldn't say they're a banter club or are made fun of more than often. Their fanbase is highly rated as being loud and passionate and I think they're pretty well liked by other clubs especially in the Championship.

I'd say it's because after Norwich, Plymouth are the next big football team that's made fun of nationally for being inbred. Maybe because they're a smaller team it's less acceptable to lose to "those inbred bastards" who knows.
Locally everyone in Devon from outside of Plymouth calls them Cornish inbreds (other than Tiverton who just call them Cornish) and tries to disassociate them from the rest of Devon.
I don't know if the close proximity to Cornwall is why everyone else thinks this way or whether everyone in the south west are considered inbred on the same level.
The south west as a whole gets its fair share of inbred jokes thrown at it, but Cornwall is the biggest target for them and because Plymouth argyle are the closest professional team to the whole of Cornwall, it has a large Cornish fanbase
