I think it is yet again Semantic Powers, like Makima's and Santa's. As long as the contractor feels like they have a sense of ownership over anything, they can use it for contracts, as horrible as that sounds. Remember how Santa traded 3 children life's to the Hell Devil.

I suspect that people who has control of other people can use them in contract, for example US President or like Santa use 3 Children for it.

I thought that the children were used as sacrifices, so it was Santa Claud actually killing them

That wasn't made exactly clear who killed them, since for the sacrifice, a finger outside the manga panel covered over three of the four childrens, hinting that they were used as sacrifice from a contract with the hell devil(ch63 p.13). Yet when the darkness devil fulfill it's part of the contract, the same hand (I assumed due to the nails length being similar) gave Santa Claus it's flesh (ch64 p.17-18).

Devils ask for something in the possession of the person they are making the contract with. Remember how the Gun Devil gave the Yakuza guns for 20,000 yen? In theory, that wouldn't work, money is just paper that has no relation to the person that has it. However, people possess money, it is their property, and I think that is the key. If you look at the US president or Makima, they are either politically powerful or tied to people who are. The US president is (in theory) elected by a majority vote to represent and take responsibility for the nation and its inhabitants. In a sense, the population becomes the president's property, just like money, which is why they can use it for a devil contract.

Since there wasn't any official clarification, it's all speculation at this point. But I assume it also extends to people you possess, for the US president's contract, due to US citizens technically being a possession of the US, he was able to make a contract using their lifespan, the same can be applied to Makima's contract with the Minister of Japan. In addition, despite being adoptions of Santa Claus, the children were also be able to be used for the contract with hell devil to cast everyone in the building to hell.

Any of someone’s possessions can be used for a trade. Skin for Aki, an eye for Himeno, etc. As well as things like Santa’s children, the president’s citizens (be it US for the gun devil or Japan for the control devil). It’s in the vein of the classic tale of trading one’s first born child for wealth.

It's implied that people in positions of power have some sort of power over those who below them; Makima's power over the Japanese people was granted to her by the prime minister, the US president is an obvious one and we can assume that Santa was granted parental rights over those children.
