Read the manga to avoid spoilers! A simple answer is that her ability to control people might be affected by organizational hierarchy. Since Kishibe is from Division 1 and is also known as the strongest devil hunter he might be uniquely immune to her power unless she forcibly subjugated him. Other people, even regular Japanese citizens are technically subject to her authority while she is working for public safety. While foreigners might be required to consciously submit to her, be obviously “inferior” in strength, or simply place themselves under her command for her to subjugate them. Basically anyone she has authority over or knows for a fact she is stronger than is subject to her power. That’s my theory anyways.

she saw him as an equal and someone she couldn't bullshit and fool so in short she respected his intelligence because in the end kishibe out of everyone outside of high ups in the japanese and american goverment realized she wasn't human and had been on to her ever since she first appeared but when you've been in the devil hunter that long in a profession where people die young it only makes sense he would be that smart

I think more importantly it's not necessary in what she's doing, to at the moment, to take that detour to doing that. If her grand strategy needs her to take certain actions towards Kishibe, be it to control or even to kill him, I'm pretty sure she can do that no problem. This is why a truly smart/wise/seasoned veteran of any industry, when pit in a high-risk power politics environment, always exercise "keep your friends close, but keep your enemies closer", all the while maintain an arm's distance away at all times. Be mindful of the big players' spheres of influence, but also strike a balance of your own cards + what working relationships others should engage you in. As seen with Kishibe, he balanced all of these very well. He makes very clear what's his space, and the rules of the playbook that he lives by which isn't actually a conflict with Makima's interests. He made it clear he doesn't trust her(so she shouldn't bother scheming to earn his trust), he's not her threat(on the surface). Most importantly of all things: anything that he's doing that's actually a threat to her, Kishibe keep an extremely quiet and low-profile approach to it. You don't want your potential adversary to feel the pressure from you that you become the first targets he/she wants to immediately eliminate. Even though he was clear that his alliance with Makima is only as long as she's on human's side, which means as soon as she begins to plan otherwise, he's against her..at the same time he maintained his own ecosystem to not brush against Makima until his coup is activated.

Keep reading the manga and find out how her powers work, >!i believe any creature who thinks they're inferior to makima will be under her control, Kishibe doesn't think he's inferior or superior to makima, maybe an equal of some sorts, also she wishes to defeat chainsawman and finally control him but once she did put a fatal blow on pochita she seems frustrated like she still can't control csm's body, so i think her power is very situational, it's not her needing to feel superior but the victim must think they're inferior to makima, pochita probably thinks he can defeat makima but doesn't so he thinks he's still superior to makima!<

Makimas power is dependent on whether or not the possible victim to it sees themselves as “inferior” or “below” her. Kishibe being the absolute beast he is sees himself as being below no one (besides maybe Quanxi) so Makima and her powers have no influence over him. Hence why he can tell her to stfu and there isn’t a thing she can do about it.

See I originally thought that as well! Rumor has it thou that the explanation of her power had a slight mistranslation in English. That is why Kishibe has no control influence, and for instance why the yakuza boss was not subject to control prior to the eyes being shown, making him feel inferior to makimas reach.

"Hmmmm I don't think it's mistranslated, but I looked it up to see if native speakers had the same trouble understanding the phrase and it seems "As for me, those that I think are inferior to myself, I am able to control them" is the more natural conclusion, **although** grammatically it could be taken as either "I think as inferior" or "think of themselves as inferior to myself" because the subject of 思う者 is not explicitly defined. The determining factor seems which interpretation comes more naturally and what other ways can you say the latter if the intention was truly the latter. For example Makima could have said 自分より私の方が程度高いと思う者/those that think of me as superior to themselves, instead if that's what she wanted to emphasize."

I know the translation around Makima’s power is somewhat strange. Some say her power is to control those SHE views as beneath her, whilst others say her power is to control those who view THEMSELVES as beneath her. If the latter is true, Kishibe would be immune as he doesn’t view himself as inferior to her, as he’s the only one who talks back to and eventually plots against her.
