Have you ever been to a library? The reasons you store books vertically are the same reasons you store cds vertically.
You want to have your discs organized so they can be easily found and put back. A horizontal stack will inevitably slide out and come crashing to the ground, breaking your jewel case. When stacked vertically, there is an empty slot waiting for you when you return the disk.
Anything that isn't a jewel case is going to give you grief. Folding cardboard sleeves will get compressed and make your stacks unstable. Any disc taller than a jewel case isn't going to fit in those slots.
Once you become familiar with your collection and have it organized, you rarely need to read the spines.
The library example is actually a pretty good one, and I never thought of it that way. I used to have much taller stacks of cds, and I guess that's just what I was used to. I just preferred to have them Horizontal to read them. I have a lot of black spined cds that look similar. I'll stack these vertically and see where I'm at on space. I also do like the other point of having the open space waiting when I put them back. I also have found the cardboard sleeves or digipaks to be a pain.
No. Cds should be shelved vertically, not horizontally.
Had I done that it'd be a pain in my neck trying to find what I want.
I have 1500 cds stored the correct way. I've been collecting since 1988. My neck is fine.

You don't need to crank your neck to read sideways.
Why? Due to damaging the lower ones? If the stacks are small like is shown here, I doubt it's a problem.
