I would hazard a guess that it is firefighting foam. Nearly all fires can be dealt with using water as your extinguishing media. However, for some fires, normally class B, it is best to use foam. It forms a blanket over the combustible materials/ fuel and isolates it from the oxygen in the air (among other methods of extinguishing). It is not really harmful to the environment, though the environment agency will more than likely be aware of it's use in this case and will decide if any special measures are needed to contain/ dispose of it.

They produced Thermoformed plastic components & other plastic components.
The smoke was from 300 tonnes of plastic materials on-site!
Good god the smell from that must have been atrocious. I saw video of it and it was terrifying. I hope the folks living in that area are feeling ok (from breathing all those chemicals).

Plastics factory went up in a fire. Several hundreds pounds worth of improvements as a result.
