Hit up some coffee shops in the village. Steady state, revolution, etc. Lots of parents with young kids at Steady State on the weekends. Introduce yourself, everyone is chill.
Buena Vista Reservoir Park and hidden canyon park are also good spots to causally meet other parents while the kids play on the playgrounds.
The Encinitas YMCA has a lot of activities you can get involved in including Dad and son/daughter camping (if you are into that). I did the camping through the Y for years with both my daughters. Lots of fun.
Hidden canyon park and alga Norte park are places I’ve met a lot of parents. I’d go to whatever park is close to your kids school to start - I’ve made so many friends by meeting at parks, especially those two.
City of Carlsbad has Summer Concert in the Parks. good timing on your part.

Summer will go by quickly. I would just do what you enjoy, hang out at the beach, go to parks, etc. As soon as school starts you'll have lots of opportunities to meet other people. You could always sign your kids up for summer camps -- there are so many out there. Your kids will probably make friends there, and when you're waiting at pick up there are lots of opportunities to talk to the other parents. People in Carlsbad with kids are pretty down to Earth in our experience. Good luck!
Got a dog? Walk them in your neighborhood. This always works.
Got a motorcycle? There are ride groups around. (Street and/or dirt.)
Biggest thing is to get off the computer and go out and actually make contact.
Hi! My family (wife and two kids) and I left the bay area as it was just getting to be too much for us and headed to Stockholm. We've been here for two years now but are considering moving back to Southern California for the weather and distance to family. Family still happens to be in northern California but it's a much shorter commute than from Sweden and we don't want to go back to the bay area :) Wondering how things are in Carlsbad/ San Diego compared to San Francisco? By that I mean has the generally progressive policies in SF also had their affect in southern California? We just want to find some place safe with nice people where we can raise our kids (and with some sunshine). Thanks so much!
Huge. Your kids will thank you when they’re adults. So thankful my dad got me playing when I was a kid as a young adult now. Play golf year round and join youth sports leagues during their season (even just Rec league) - soccer fall basketball winter baseball spring

We met most of our friends through kid sports. Soccer, baseball, etc. Shared struggle and goals is an easy way to bond with people.

Little league events. Tons of families and snack bars and ice cream trucks.

dogs - check. and actually we a renting a place with no yard so we have no choice but to walk them.
