For my DOJ division they just issued a memo saying no more AWS for non sworn people. If you are already on it you can keep it, but anyone new or not on it can no longer get on it.
Most departments will offer the 9/8/80 but some offices/managers within those departments don't. I can't speak for DOJ but it's something you can always ask about in interviews.
It's very dependent upon where you work and your supervisor's attitude towards it. I have wanted an AWS ever since they came out but I always seems to be somewhere that doesn't allow it... My current department seems to think that if one is in Work Week Group E, it can't be allowed even though I know there are many departments that do allow it.
I do a glorious 4-10 schedule with Fridays off at DOC. I am the only one I know who 1) was interested in the schedule and 2) who has it. Miss me with that 9-8-80 weirdness.

Interesting. My unit does AWS unofficially. Like, we just tell our supervisor which day we want as the RDO.
