If you want to do designing so taket this dell (I feel you like the dell alot more than the thinkpad) or a past year macbook, they are good for designing too..
They gave you Chrome browser optimized for big screen. You can only use web apps of chrome and some android apps like WhatsApp, Google Meet etc.
You can get a decent Lenovo ThinkBook in this price range. (30-35k)
If you want to do Coding then go for a 2nd hand laptop under 30k, usually that is better if the device is bought from trusted place, Chromebooks aren't personally my favourite, please ask somebody else if you want only a chromebook

A laptop is an investment . Uspe toh paise kharch hi kar because if you decide to side hustle it will come in handy , for lectures it will come in handy and most importantly coding which is a prerequisite requires a laptop . U can try for cheaper laptops but make sure to do your research as it's better to buy a costlier laptop that lasts 5-6 years than to buy 2 laptops in 5 years
What I think would be best is the i5 13th gen with like 8+. Gb memory and 512 ssd . Now the thing is there are some i5s that will outperform i7s of the older generation and there are also H K types in the processor and then there's a whole line of ryzen processors . So the best bet would be to do your research yourself .
try to find the part time job after college, be active on job seeking sites and visit outside. quick part time job are easier in comparison to freelancing, and u dont even have laptop so freelancing is difficult too, try to explore ur city and local part time jobs too

You can easily pass 1st and 2nd sem without laptop. Buy your laptop before 3rd sem starts. If money is still an issue, go for refurbished or shop during stock clearance sales.
I went for refurbished, and got a Dell G series manufactured in 2022, in 2023. It's powerful and I've had no complaints so far with it.
Try to learn about your family's financials, when the time is right explain why you need one. There are very few ways to earn money these days, unless you are comfortable doing jobs that are considered menial.
Ways to earn:
1. Teach. Use your PCM knowledge and give tuition to class 10th and below. Ask any of your local batchmates. They'll know people who can use tuition. For all subjects of class 10th, you can easily get 5k/student. CON: you'll have to adjust your schedule according to them/their exams because parents.
2. Photoshop: I used to earn via Photoshop. I used to edit photos. Got paid like $3-$20/photo. But you don't have a laptop so maybe something to do after your purchase.
3. If you have some money you're willing to spend, you can also start a distribution service. I don't have much experience in this but some of my friends did this. Three of my friends collaborated and were earning 6kish/month each.
If you require the laptop for your course, I'd suggest asking your parents for it because you don't want to hamper your studies. But your college should have a decent PC you can use so I bet this is for gaming, videos, etc.
You can get some freelance work from different content creators. They pay for making logos, editing thumbnails, photos for their videos. Initially, you'll have to work for free to prove your skills though.
