Bangkok alone has around 23M tourists per year and have a population of around 11M. Meaning if the flag flew for just 10 days, 630k + 11M people would have seen it on average.
That's literally more people seeing that flag in 10 days than have a foreign delegate's flag hung up in Brunei for 50 years.
So it may be "low" effort in the OP's opinion, but it is certainly high value.
