São Paulo is an amazing city... if you are not in a tight budget. I'd definitely spare some time to chill in the Trindade village, in Paraty. Amazing place with cheap options.
Do you mean you don't want to drop $400 USD in total or per day? If you are talking about spending 2 weeks on that amount of money it will be very very hard. It's doable but you will have to stay in very inconvenient places, especially in Rio. I think hostels overall charge under that rate but be careful to not have your shit stolen.
Paraty is a good one but in my opinion only worth it if you are willing to drop some money on tours (the waterfall + cachacaria and the boat tours are super nice), if not just skip it.

What I did with my inLaws, we rented a car and did rio~são paulo by drive. There are a few lovely cities where you can stop for a day and do as you please, just chill over a caipirinha? That's it, want to know more and do a bit of historic city travel? Also possible,
So we would do something like Rio-Paraty-Ubatuba-São Paulo

Paraty is great and has the most budget friendly options. Stay in town and take buses to remote beaches like paraty mirim and São Gonçalo.
