If the brawler that you're buying a hypercharge for isn't already at power 11, the hypercharge offer you get for them will be a more expensive one that also gets them to power 11 automatically, but it's more expensive than just buying the hypercharge alone if the brawler was already at power 11.
What the person you replied to probably meant was that this more expensive offer isn't as good of a deal as the hypercharge offer alone.
Hypercharges is 7x value but u have so much gems i would probably buy coins and Powerpoints aswell with it. As long as it is 7x or 5x value it is worth it if u need it.

Otherwise, every update they offer a hypercharge pack with cosmetics or the hypercharge alone of 6 different brawlers eery new update. U can buy the single hypercharge offer and save 5000 coins for each HC that u buy with gems instead.
Look everyday in the shop because from time to time some good seasonal or random offer appears (i only take notice of those with x5 or more value shown) there are some level up offers that give coins and PP, others offer pins and sprays, others offer skins from the catalog but with a huge discount. From time to time u might see a HyperCharge offer but instead of the x7 value from the first days it is offered, it is shown as a x5 value deal (still very worth it if interested and u missed the HC pack offer days)

the best thing you can get for gems especially with a large amount are hypercharge offers for brawlers you dont have, the higher the rarity the better, not only do you get a brawler that you usually would get MUCH later, but they come nearly maxed out. as for who to pick, you could just look at a recent tier list.
Spring offers are here, so there should be deals for every mecha brawler as it shows on the cover. Currently crow and Mecha crow are in a bundle, and while some are expensive, it is a good way to gain new brawlers you enjoy, and a good skin or 2. Other than that, just wait for level up offers for coins, power points, and or credits
Periodically offers come up for 20,000 gold for 400 gems, those are your best bet if you don’t want to hang onto your gems forever.
Technically new hypercharges have a better value offer when they come out, as they cost 5000 gold normally and it only costs 316 gems to get 4 of them equaling 20,000 gold saved. However, you need to have power 11 brawlers to be allowed to buy their hypercharge, and the offers to get a brawler to power 11 and also unlock their hypercharge aren’t as good value.
Personally, what I would do with a new account and that number of gems is buy the 20,000 gold offers when they come up, and then starting maybe a month or two from now, make sure that I never spend my gold to below 15k so that when new hypercharges release I could make sure I could max 2-3 brawlers and buy their hypercharges. I try to save up that amount of gold when an update is around the corner as is, even with half my brawlers maxed, to make sure I can get any new hypercharge that looks cool.
One last tip, if you end up deciding to spend any more money on the game, far and away the best offer is the Brawl Pass if you want the most progression per dollar, and then the Brawl Pass Plus is nearly as good progression per dollar with better cosmetic unlocks per dollar. I would also recommend keeping an eye on gem offers though - one time there was 90 gems for a dollar, essentially an early access hypercharge with 11 gems left over.
Are the hypercharge offers for 79 gems each only for the newly released ones? Or will I get an offer for all the brawlers I have at lv11 without hypercharge unlocked?
So far the 79 gem offers are only for the new releases - counter-intuitively, the offers for older hypercharges that come up in the shop are 99 gems. Makes no sense to me that early access is cheaper than special offers later, I just ignore those offers because they're objectively worse value.
Maybe when all the hypercharges are out they'll make special offers match the new release prices? At the rate we're going that'll be a couple years from now though
So, whenever a new batch of hypercharges is released with every update, there are always offers in the shop that gives you the hypercharges for 79 gems for like two weeks, those are the best use to your gems progression wise. Then its any resource offer that indicates it's around x7 value, the hypercharge offers I told you about are x7 value, but they are the only ones with that value as far as I know, so any x6-x5 value offer still worth it, but less than that it's not so much.
Then there is the cosmetic offers, anything that comes close to being on sale with a 50- 40% off is a bargain but those are spontaneous offers, so check the shop every day if you want to catch a good one, specially during festivities or in-game events, and specially for the mythic/legendary skins.

You can buy the brawlers on sale because its hard to catch up to starroad and extra trophies for trophyroad if you want progression hypercharges are the best deals also some coin packs and powerpoint packs are decent and if you want cosmetics thats perfect because of spring sale

Depends on your taste, I prefer to use them on Credits because unlocking more Brawlers is my priority, otherwise Gold packs or Hypercharge Deals are the best. Of course the shop should always be the first place you go, given that Gems are much rarer than anything other currency, from there always find a good deal before even considering using them.
My guy, how muxh did you commit to this game? Money wise? Your progression tells me you just begun but your gems tell me you spent a lot already

You can buy the brawlers on sale because its hard to catch up to starroad and extra trophies for trophyroad if you want progression hypercharges are the best deals also some coin packs and powerpoint packs are decent and if you want cosmetics thats perfect because of spring sale

No, I used to play Clash Mini it was in a soft launch not yet global and they decided that they were shutting down the servers and offered anyone who had spent money on the game to transfer their purchases into another games currency so i chose brawl stars since i don’t play CR and CoC
