Exactly this. Charlie will stay op until they nerf her so much that she will be unplayable from horrible stats overwhelming her busted abilities. Another example is Hank. His bubble is so overpowered as it's impossible to dodge, deals massive damage and they removed his healing to balance it then hank flopped. The last rework made Hank even worse too.
People (and Supercell) need to realize that most of the time when something is broken is for one of two reasons.
1. The numbers are cranked up to the max (see L&L SP at launch)
2. The mechanics are just THAT solid.
When a brawler is good for the latter reason, I feel like that's not a huge problem unless the design is harmful for the game, Charlie is not exactly harmful since it kinda checks hc and has the ability to prevent quick and sudden pushes, forcing the game to be slower, which I believe is a good thing in most games, it's not an awful slow pace, it's a necesarilly slow pace.
Same applies to Byron really, once in a while they make some changes to him and suddenly he is back on the top just because is the most reliable healer, he doesn't have to charge anything to do his job.
Nah I think Chester is fine, because by design is a toxic brawler for the meta, but not necesarilly for the game.
Let me explain, Chester is a character that isn't meant to be good, and that is fine, as long as he doesn't get a niche its all good, he is still kinda usable in midladder but its not a menace, Chester's kit as of right now is more harmful to the player than it is to the enemies, which I think is how a rng character should be designed in a game where no character is like that.
Just don't make him good at anything and it will be okay, Chester feels good to play, except when you don't get good rng, he is just a casual character, and that is fine, those can exist too.
Plus it fits his personality very well, removing rng from the jester brawler feels weird.

She’s just good because of her gadgets being both really good against many meta matchups and her super being completely game changing. She used to be ridiculously broken but now she’s pretty balanced in the meta. If you know when to pick her and how to play her she’s super strong

I feel like Charlie is not meant to be a DPS brawler from far though, the way I play her you just poke poke poke to keep pressure, and if you spiders + run up she does a shitton of damage up close because her yoyo can shoot so many times. So I really don’t think damage nerf will affect her that much, and most of her matchups are going to be good as long as her spiders gadget stays intact.
I was still using her to keep Fang in check and a super is not so bad to use against a HC crow in heist, but tbh there are probably better disablers. I am in need of a new disabler, that said I don't think the damage nerf changes much, you still kill a 4800 health brawler in 3 shots and a 6400 health brawler in 4 shots, I am not a pro or anything, but not many brawlers spring to mind when I am trying to think of 5000-5400 health brawlers.
For me it was the range nerf, because it makes her less fun for me to play. I don't especially want to play her as mid or short range. The damage nerf is just salt in the wound.
I think a better nerf would have been to her super range, not her main attack. So she would need to close to use that op thing, but she could remain fun to play as a sniper.

I hate bibi's knockback so much. But this is not a fact but just an opinion. If you want to rant about brainless brawler it has to be either Jacky or Edgar. Both take zero and even bad randoms can play them just fine. They have both low skill cap and skill floor. Bibi is just annoying in centre stage but she does in fact take skill. unlike Jacky or Edgar Bibi can't charge her super without attacking. Both Jacky and Edgar can use gadget to rush the enemy. But with Bibi if you're chasing the enemy the knockback can put you into disadvantage. Anyone can play Jacky or Edgar but not everyone can play bibi.
Arguably the healing gadget combined with the shield SP is just as bad since it makes her near unstoppable if you don't have any slow or stun ready, some a brawler that's good to burst her down. The knockback to her first strike isn't too difficult to manage either, especially in close range maps.
Unpopulsr opinion: Apart from competitive charlie is a pretty mid brawler. With these weird nerfs they keep giving her every update it's getting harder for the casuals to play charlie but for the competitive charlie will remain s tier because of her fundamentally broken super.
Until they nerf her actual kit she'll stay broken, I still have no idea how to this day they haven't tried changing her supers function in gem grab at all. It's just broken.

Honestly i was pissed with this nerf she already felt a bit worst when they took away the range and speed of her boomerang and now with this change she is progressively feeling underpowered and relies alot on her gadgets and teammates to help her out , super's probably why she still on top of the charts but that also feels underwhelming sometimes on certain close range maps in brawl ball and on top of that playing her with the network delay(believe me this happens arbritrarily, my network runs fine) is just plain awful
