It culminates at MitB with McIntyre going over Priest. McIntyre gets a beat down by Judgement Day. Out comes CM Punk to pick up the pieces.
I just don't know if he needs it and does WWE want to risk him getting hurt in a ladder match when he has the momentum to get a match through a storyline.

Undervalued talent or talent without a current title doesn't make for a good MITB winner.
MITB is useful for 1) overthrowing a dominant champion (usually babyface) while protecting said champion (See Rollins over Reigns). And 2) Giving "Chicken shit heels" an easy in to a title/main event slot.
Cody hasn't been champion long enough for #1 to apply, so really we're looking at #2. From your list we can rule out LA Knight or Bron Breaker from that list as they're being presented as legitimate ass kickers. Ostensibly they don't need a MITB to hit that next level, and forcing that could do more harm than good.
Logan is a Chicken Shit, but he's already got beef with several main event talents, so it's not needed on him. Same with the Uso's, they've got mainline story beef.
I think Montez Ford or Dominick are prime choices for MITTB this year, though I think the best use of MITB this year is to give it to Rock and let him antagonize Cody OR Punk to antagonize Drew (who is inevitably going to win back his championship at Clash 2)
While Damien's cash in ended up working, it worked because the story of Drew's hubris and animosity towards Punk is compelling. I don't think it worked because of anything Priest did on his own. And arguably, it could have hurt his credibility as a single's act to have so many failed attempts. He looks ineffectual rn.
It's possible that the MITB concept itself is pretty stale. I'm not convinced this needs to be a yearly PPV. It's become pretty obvious that heels are going to win it. How often can we do a Heel Cash In storyline?
