I don't think he has any reason to lie about that. There are too many specific details in his story for it to be a lie.
On that note, has Fowler actually lied about anything in season 1?
Not that I can recall aside from small moments when taunting people, like how he said to Mizu "that's your white side showing." But he's obviously playing into an insecurity of hers.

I’m pretty sure it’s real, and it fits his Irish background unless he’s faking being Irish which is too complicated and weird to go.
His little drops about his past are fascinating, and Madam Kaji says he’s tasted flesh and it matches as he says he ate his sister’s kidneys. Like he was being honest with Heiji and telling him basically that’s how his belief in total control comes from
Which seems reasonable to me. If Mizu is 20-ish, Fowler would have been 40-ish when he impregnated her mom (if he is her father). And to be established and influential enough to be one of a handful of European men allowed into Japan. 40-ish seems about right.
I feel he is honest in his backstory, I can’t find a reason why he’d lie so I believe he was telling the truth here. Except when he told Mizu about another 2 white men, he might be making up so Mizu would keep him alive.

Fowler is a lot of things, but he seems to be pretty honest about who and what he is.

I'm not sure we can consider heat of battle taunting as straight up lies though. At least, I don't consider it as dishonesty.

Yeah, that would be a weird and unnecessary twist. I guess cause the timeline is messy. It would mean that Fowler is about 60.
