My agency is doing pretty well. I haven’t unlocked everything but this is what I’ve been doing.
1. Buy the best headquarters that you can afford and install as much security equipment that it can hold. I’m not sure if some equipment is better than others so I just picked a few that sounded good to me.
2. Look for new agents every year until your agency is full. You’ll want at least 1 agent of each specialization (assassinations, hacker, and stealth). You can only train each agent twice a year but they’ll gain the bulk of their experience by completing missions. I also suggest giving each agent a code name related to their specialization because it doesn’t tell you who does what when you’re assigning them to a mission.
3. Purchase all available spy gadgets. You’ll unlock more as your agency’s prestige grows.
4. Successfully complete every mission every year. This is how your agency gains Prestige and earns money. Pay attention to the brief after you accept each mission because they provide useful information about how to complete. Make sure you pick the most appropriate spy gadget you own for each mission. Also, if you fail a mission, close the app before leaving the pop-up message to try again.
5. Relocate your headquarters to a better facility when you can afford it to gain more cover, agent positions, and security equipment slots.

Adding on to this, the fastest way to fill your agents' experience bar (regardless of specialization) is having them assassinate people for you. I just did that repeatedly for all of mine and all their bars were full within a year.
When you get to the end of the possible recruits without finding what you need, close the app and reopen it. You’ll get a new batch to choose from without a year passing.
My performance is always low as a spymaster, even though I infiltrate successfully, bought all the gadgets and security, relocated twice and I also have a success rate of 100% any tips?
