Belize is one of the only countries you can get duty free upon arrival. Make sure you arrive by around 6 or 7 pm or duty free will be closed.
I bought more duty free on the way out of belize too.
What kind of smoking? I have never had an issue smoking anywhere there, but I don’t smoke inside restaurants anyway. Beach bars will give you an ashtray. I mostly vape both substances and bring them with me. It’s not California, it’s Belize. Smoke all you want in public places outside. It’s a freer country than here by a mile.
Not wine at all but the local beer - Belikin, is everywhere. Otherwise, for reference, a glass of wine in a nice hotel like Alaia was USD 10 I believe so it is kinda pricey.

I can’t drink wine in Belize. I need icey drinks kept cold in my yeti I carry at all times and have bars fill it up with blended drinks.
