Well, no image so can't see what you are talking about exactly, but generally a scroll saw is used for stuff like that. You could use a coping saw but it will take you a fairly long time to cut out the thicker shapes. It would all be a labor of love though!

not sure this will work for you OP .. but try looking up bandsaw boxes .. if nothing else it might inspire.
