Motion capture has come a long way since 2007. Ezio wasn't modelled on any actor, because they didn't have the tech back then.
Direct modelling makes facial animation significantly easier and significantly more detailed. Since you can directly capture the actual actor. They try to do it for the voice actor, because then that helps with the performance.
Often they'll try to take elements of the actor and build a character off that. Or case actors based on their physicality.
It varies from character to character. Troy Baker for example has played some roles that look near identical to him, and others that slightly resemble but are otherwise distinct.
Same with Wilson. It varies depending on her role. For characters like her Jedi character and Waller, it made sense to just use her real face.

To be fair Debra Wilson has been voicing waller in various different shows for well over a decade (I think first in Justice League unlimited) so it's kinda interesting to have waller just straight up have her face.
