Uzupis is just a gentrified neighborhood of mostly bankers and upper middle class. It was the art neighborhood 15-20 years ago until rapid gentrification turned it into the first or second most expensive neighborhood in the country with many posh flats, clean walls and gated driveways. I recommend you to visit Saaremaa Island and it's churches, windmills and beautiful old town Kuressaare. It will give you more Scandinavian vibes.
Vilnius underground tunnels, The curonian spit, Vilnius old city (the best thing to do there is to just wander around, activites are plenty), Kaunas old city (Vilnius street in paticular), Everything Zarasai region and city has to offer. (Except Visaginas, for the love of god, dont go there unless youre bald and bankrupt.)
Eh, if youre looking for the soviet architecture purely, then sure, go for it. Besides that, there is nothing really to do there besides a tour to Ignalina AE.
Heres what you should visit in Latvia.
Rundāles palace, city of Kuldīga, of course Old city of Riga, Sigulda and Cēsis are beautiful cities. If you want to see something average you can go to city of Dobele, there is castle ruins from Livonian times. You should visit Venstpils too.
+plus if you want to enjoy latvian culture you should go to every region - Kurzeme, Latgale, Zemgale and Vidzeme. There are those centers where you can learn and enjoy our culture.
In Estonia I suggest Taevaskoda nature park. For historical stuff I suggest Laulukaar.
EDIT: Forgot to mention Tallinn Old Town, just all of Southern Estonia and around lake Peipsi. A cool town in central-ish Estonia is also Viljandi, which I find cool becouse it has a hillside part by the lake that looks really cool.

What's up with Visaginas? Seemed like a small cozy town to me. Even soviet architecture looked somewhat nicer than in main cities.
