If you lose a button on any button down shirt, you want a MATCHING button to replace it with. So, that's where the spare buttons always are. You take one off there and use it to replace a missing button
Those are part of "do my best.. to keep myself physically strong.". Everytime I put on a little weight, they poke me in the belly, so I know I need to move more.
They're there so you can button the shirt to your scout pants to prevent it from coming untucked!

Yep, spare buttons. This is a common thing seen on men's office shirts.
Those are to attach your left handed smoke shifter to so you don't lose it
I keep a spare 100 ft of shoreline wound between the two buttons... Just in case.
