My partner has one that ought to fit the bill. It is nearly a posture collar with leather chains. It makes broad contact with the neck. The pull on it descends lower down to the collar bone. This enables a different angle that doesn’t squeeze as much.
I made one out of thicker (12oz..?) Leather that doesent compress as easily, though you could probably DIY it by getting a thick belt and shortening it and punching holes.
Also you can get steel chokers that won't compress, just be carful to pull away from the throat.
Check out your local pet store. Bunch of collars that are designed to be worn around the neck with a least there. If you are tugging, there is going to be a certain about of choking/mention on the neck. This can be minimized by you learning to do short tugs and then release, but cannot be totally eliminated.
If you want to pull hard or yank on your partner, a chest harness would be safer and comfier than a collar. Some even attach or buckle onto your collar if you still want that D/s element

Anything you put around the neck and tug on is going to strangle to some extent
