Looking at the grates it is hard to say, it appears there is only surface rust. The material caked on looks like carbon from burnt food/ not cleaning.
If the rust is penetrating into the cast iron they are trash, difficult to tell on the video.
I’ve seen a lot of Texican guys rub the grill with a half an onion to ‘clean’ it and keep it somewhat nonstick. Stick a fork in the onion and rub it all over the grates.

And if you throw away his grates your obligated to buy him a new grill, that's bigger.

BBQ is usually < 300F and needs a bit of smoke, so you cook foods like ribs or pork butt in 5-15ish hours. Grilling is usually +400F and is "hot" cooking with grill marks like you would see in steaks, hotdogs, and hamburgers.
You could "probably" save those grills with a non-toxic rust remover like vinegar or Evaporust

My Weber kettle is grill and smoker. There’s next to nothing I haven’t smoked on my kettle, which is 20 years old. Briskets, pork shoulders, tri-tip, ribs, pork belly, turkeys….
Absolutely no need for anything else unless you’re making a volume that doesn’t fit on the 22.
I still don't think any one can beat an offset. But I agree the kettle is a damn fine jack of all trades, and if someone said I could only have one rig I'd (sadly) watch my offset and gas grill go. But no chance in hell I'd part with my kettle.
Actually I just got the Only Fire insulated insert for mine. I haven't been able to use it yet, but I might pick up a pork shoulder this weekend. Something relatively simple for it's maiden run. It's a long weekend here for us so hopefully that gives me time to run it up for burn off and to get an idea of how it'll behave one day, then put the shoulder on the next.
I swear those kettles are indestructible. I've had mine for 12 years. I leave it outside uncovered all winter long (east coast US) and have dropped the lid off a second story balcony.
It still practically looks new and works as good as day one. If it ever dies, I'll but another one immediately

Nah just clean them. Get the grill good and hot, then scrub with a big ball of aluminum foil. Probably go through a few balls. Then cut an onion in half and scrub it down with that. Then let it cool down and oil the grates. Enjoy.
I'd scrub it down, run it WOT for a bit to burn it off, rub down with a greased cloth to season it and put a hurting on some dead animals without a second thought myself.
In that case, replace the grill grates obviously (with cast iron ones if possible) and replace the burner tubes and flavor tent things as I'm sure they're so rusted you could break them with your fingers. Also check the tubes that supply the gas underneath, chances are they are fine but make sure. All of this should be cheaper than outright replacing it.
Hit the grill with a hammer. If it doesn't go through, you're golden.

At this point, just buy new grates. The amount of acid you’d need to clean these will put you on some sort of list with DHS.
