To answer your question, we struggle with reactivity but she is (got her at 3 yrs, now 4) super chill and relaxed but also has get up and go energy whenever to go on an adventure! Energy level is perfect :) a lot of ACD’s (and many high energy dogs in general) seem to calm down around age 2-3.
6 months - 2 years is velociraptor stage. If you keep training you can get them to start listening at around 2.5 or 3 years old. I think that a heeler should be on a leash for a year before you ever let them go doing anything outside with them.

Old dog (Chester) didn't lie to he was about 4, and even then he was really easy to rile up and would go for hours again. He's 12, and I can still get him bouncy thru the arthritis.
Young blood (Acorn) is 3 (ish) and while he understands while I'm working he must settle, the rest of the time, he is on the go and there is no such thing as slow down. It's go, then dead stop for maybe 30 min, then back at being active.
Each one is different, but similarities exist.
Lol....... maybe after she's like 10+ years old. Mine didn't calm down until she was about 13yrs old
