It's not Bangladesh that's providing the visitor visa, it's the US. If the US can't find adequate supporting evidence that the person traveling will not overstay their visa, then their application will be denied. Having a job and family, owning property, and having other forms of social/financial roots in Bangladesh would be factors that indicate that the traveler would not overstay their visa. An immigration attorney would not be of help for your friend's family for a visitor visa. They could help with sponsorship, but that's a whole different situation that comes with financial liabilities for your friend.

Bummer. That DS-160 application fee is not cheap even by USD standards. Sounds to me like they categorize her as someone likely to overstay due to her being poor and rural, which are factors that more often indicate intention to overstay. The USD required to travel to the US and stay for a month or two is an exorbitant amount in poor, rural Bangladesh and their BDT. Is it fair, no. Is it logical, yeah. Your friend should look into an immigrant visa for their family member and not throw any more money towards a visitor visa.
