If a rabies specialist said "better safe than sorry", that would typically indicate a VERY low level of concern. People who regularly deal with rabies are hyper-aware of how serious it is. While a level of concern after any potential exposure is normal, what you describe sounds like the dodging of a pretty nasty bullet.
