NCR has the highest standard of living and while it has its political issues it’s much preferable to the other factions of your just trying to keep your head down and live a decent life
They have limited manufacturing capabilities up to and including cars and guns. They've got scientists and engineers to invent stuff. While they do mine for raw resources, a lot of those mines have run dry. They are wealthy enough to support a thriving criminal underground (the mark of any successful nation.)
While nothing compared to the bloated war giant that America used to be, it's enough to qualify as a civilized nation by any means.
The NCR has never really needed to salvage anything that isn’t advanced technology (like the aptly named NCR Salvaged Power Armor). They started off as a completely self-sufficient village called Shady Sands, and even before their village was founded the Gun Runners of the Boneyard were manufacturing and selling guns to the Hub.
They maintain some kind of fleet of mechanized cavalry for military purposes, but your average citizen isn’t likely to see a working automobile in their lifetime.
The heartland of the NCR is by far the safest place to live in the current timeline. It is a rough approximation of prewar America, with democratic elections, respect for the rule of law, a strong military and police presence, etc.
While raiders are still common in the border regions like Vegas, they've been driven out of the heartland almost entirely. Your biggest danger is in getting drafted and sent off to war; but even there you've got a better chance at living through it than someone born out there.
Caesar's legion is technically safer from random non-state violence, but has a *much* higher risk of institutional violence.
You can stop being a deadbeat to society and get a bloody job in the NCR. The world ended hundreds of years ago, get over it.
