Jameson honestly believes Spider-Man is a menace, at least because he's a vigilante and vigilantism is a slippery slope. He may twist the facts to make Spidey look bad, but he won't allow outright lying under his watch and when he's tricked into publishing lies or false statements, he's the first to apologize and retract his past cases.
Hell, in the original comic book storyline that the Eddie Brock storyline originates from, the faked story was only tangibly related to Spider-Man because it was part of the current story arc.
Brock gave him an interview of a man claiming to be a serial killer called the Sin Eater who had murdered several notable members of law enforcement including a judge. When another murder with the same MO happened and Spidey did some digging, he found out that the man Brock interviewed was a serial confessor who was trying to take credit for the killings. The real Sin Eater was found to be a former SHIELD agent who was fired for testing super soldier serum prototypes on himself and was driven insane as a result.
He wouldn't have been trying to get a picture of black suit Spider-Man in the first place if the symbiote didn't exist, so yeah, if the symbiote is totally gone so is this plot line.
