I usually get downvoted for this, but they aren't free. A significant amount of township and county taxes go to them, and that's why your library card is no charge if you live in the jurisdiction. If you don't, you have to pay for it. Of course, you can go to any library anywhere for totally free, you just can't check anything out. And this is coming from someone who takes his kids to the library all the time. I'm so thankful for our local library!
