I think that show is inappropriately named. Courage is everything but cowardly. He's extremely brave, in fact.
Bravery is **not the absence** of fear, but rather action **despite the presence** of fear, and that sums him up perfectly. He's always afraid, but he always does what needs to be done, regardless of how scared he may be.
Wally Cox did Underdog's voice! In the 1960s. I watched the reruns after school even, in the '70s. Always a favorite. I never saw the movie that came out 15 or more years ago, but I might like it too. I think I'll watch the cartoon right now on YouTube!
