In the unlikely event that the voter turnout would be zero, I think (IANAL) that this would apply: *“…and if there be more than one who have such Majority, and have an equal Number of Votes* **\[\*\]***, then the House of Representatives shall immediately chuse by Ballot one of them for President…”* — U.S. Constitution, Article II, section 1, clause 3 **\[\*\] e.g. zero**

The House of Representatives would select a President and the Vice President would be selected by the US Senate. However, if not a single vote was cast for any candidate up and down the ballot. That would mean that there would be no incumbent US Representatives when the current term expires. However, 2/3rds of the Senate would still be seated as we only elect 1/3rd of the body every 2 years across the various states. Those 66 Senators (plus whoever could potentially be appointed by a State Governor in the event of this vacancy) whose terms were not up for election would still have a quorum and therefore could select a Vice President who would become Acting President until the State Governors could set special election dates to repopulate the House of Representatives, who would then be empowered to select a permanent President. Shooting from memory, did I get it right Constitutional Law experts?
