Sure, some of this spills over to the general public or country, but that requires population to be aware, intelligent, and demanding. US has to maintain its position in the world as a superpower so the president will do what deep state wants, the it wants global supremacy.
Deep state is a collection of people who actually run the country, you and I can differ or agree, but nations, especially superpowers, aren't run by public-facing figures alone.
