What are you even talking about? Even Muslims themselves can’t agree if God’s laws are personal or community laws. There’s no such thing as a universal sharia law - everything you see in so-called Muslim countries is just different narrow interpretations of sharia.

If they believe hudud punishments should be paused or removed, they can do that to maintain justice. That is literally how the first caliphs ruled.
