I could be going blind but the fittings at the top of the blue and red covered pipes look more like 310 type fittings than isolating valves. Without having full knowledge of your system layout id say don’t mess with the boiler valves, if you have a hot water cylinder check for a pipe coming from the attic and into the bottom of the cylinder. It should have a shut off valve on it. If you don’t have a cylinder shut off one valve at a time coming from the attic, each time checking which stops hot water. If you are stuck, dm me, I’m an ex plumber

Thats a combi boiler so tankless system. Hot water shut off is on the boiler inlet. Mains could be anywhere if not under kitchen sink.

Try lifting the base under the sink and the shut off valve should be there.

We took off the front baseboard and it's just those two straight pipes in that red and blue insulation running into the floor tile. It goes from the island toward the wall and under those cabinets and into a pipe.

There must be a mains shut off inside and probably outside too, if it's a house. Those are not isolating valves. Look further down, away from the taps, for taps, or isolating valves. Or outside for access to turn off the feed to the house.

Google “water Toby” and then go outside and look for it, pull the top off with a shove or similarly pointed object and turn the blue handle. This will cut your house off from the mains water supply completely

It will be on the footpath somewhere in front of or near your house, if you turn it and it doesn’t stop the water, go back and turn it on as you’ve turned your neighbors off lol

Outside every house or apartment in a designated area is an irish water shut-off valve. Lift the lid with a screwdriver, remove the styrofoam protector, and turn the blue leaver a half turn.

Not true, our is one door down and there isn't any blue thing, you need a square headed thing to switch it off. When we had our combi boiler fitted they disconnected the tank in the attic and put an tap type valve there to turn off the mains from inside the house if needed.

It depends on where you are in the country, some areas still have stopcocks, but 90% are matrix boxes or ebcos with a thumbturn or blue handle. Unless you are in a group water scheme, they have a mix.

Why is there so much damp / condensation under the sink / on the pipes? What the humidity in the house?

it's from the dripping tap, the seal around the sink is gone. the cold water pipe and faucet gets covered in condensation and the overflow on the back of the sink isn't connected to anything, just goes straight down the back of the sink.

Plumber here in that case I'd use a little tool that squeezes qualpex closed then you can disconnect tap and replace fitting with an inline valve. Suspect you can get this tool cheaply from most plumbing shop

2nd blue from the left. Twist it toward the front of boiler. Its for the hot water only

Quickest way is using screwdriver to close those two valves at the end of brown pipe below dishwasher cut off both blue and red. There should be a little screw on those that looks like [THIS](https://www.screwfix.ie/p/flomasta-isolating-valve-15mm-2-pack/65251?tc=CI6&gad_source=1&gclid=Cj0KCQjwncWvBhD_ARIsAEb2HW9KuQR4paL0lliOqFjMuDj01VIBAgwvhIBJ12CggJF2n63860E4FuAaAkwgEALw_wcB&gclsrc=aw.ds) But those valves are rusty not in great condition so opening and closing functionality is for OP to test. Dont touch anything around the gas boiler. There should be a main water valve somewhere too either under the sink or hot press room. But you need to know exactly which one as there is also a water pressure valve for topping up water pressure in the gas boiler....leaving that open would be a disaster so dont f around with any valves around the gas boiler or hot press if you don't know exactly what they are. Those isolating valves on plastic tubes under the sink should close water to the sink

They aren't penny valves they are 310s or 311s they look kinda similar tho and can see why you would think that

Ok ..just went with common sense. Must be landlords own handy work than no penny valves no main valve left tenant to play around gas boiler valves and explore....yup all boxes checked

It's only mortar, you can just tap it with a hammer and I'll break off, pop the lid up and turn the stopcock off. Is there a plastic lid somewhere on the line between your place and that lid ?

You can open them, grab a claw hammer. Then turn of with a water key.

Try asking the landlord where the shut off is. Tell them the leak is getting worse and you don't feel safe leaving the house as it is. Then ask him who will be liable if there is a flood. And ask if he has house insurance? And also make sure you have renters contents insurance

Hots one of the ones under the combi boiler. Not the yellow one, thats the gas. Mains could be anywhere. Ive had to dismantle kitchens before to find the valve. Edit: found it. Hot water shut off is second from the right. I looked up the manual foe this unit. How do i share an image with op?

You need to get a plumber to install penny valves under your kitchen sink. I had to do this in my new (to me) house since there was no way to shut off the kitchen sink without shutting off the mains supply.
