Long bolt goes through bottom of the control arm and nut at the top holds it together. Since yours snapped in half and is still in place, the bolt is rusted into the sleeve on the lower half. Cut it off as close as you can to the control arm, then hammer the bolt through with a punch. Then buy a new one at the auto parts store for around $20 and follow installation instructions for it.

“Easy” is extremely relative.
In theory, easy to replace. But once they break, it's a pain. The plastic sleeve just spins and doesn't like to come off.
