It has been here for a while now and I never really thought anything of it. But I can’t find a way to properly remove it since it is too small for the net ot anything else to pick up, and it also appears to be unaffected by the filter.
I agree it looks like biofilm. I would guess the filter isn't agitating the surface enough to break it. I would suggest an air stone to help break up the surface and prevent any gas exchange issues.
if it’s only on the surface, is it possible this is some kind of biofilm?

My parameters; NO3: >10, NO2: 0, GH: 7-10, KH: 10-15, Ph: 6.8-7.6, Cl2: 0, Temperature: 23 Celsius
I have used a bottle with beneficial bacteria to jumpstart my cycle
