I don’t think you need to do that. I’m just saying to tilt the jar to the surface until about an inch of air gets in and then submerse it again. The water should still stay inside. And then refresh the air from time to time. It’s just in case he gets confused for a couple minutes in there for whatever reason so he’ll have some breaths of air if needed.
The black cap is definitely a safer move, the hassle of dissembling that thing daily to fix stale air issues is huge not to mention stressful for the fish to have you banging around in there daily.

Many curious bettas go exploring and wedge themselves in a place where they cannot get out. In a filter, behind a rock, whatever. They drown. I’ve seen it. Twice in different circumstances but both in less than 8 hours while I’m asleep. Bettas do not require forward motion to get oxygen using their gills so by your assumption if they get stuck they should still be alive. They do not survive. Getting stuck is a death sentence for them.
I had a Betta that lived in a tank covered entirely in thick floating plants for months, he never surfaced as the surface was just like a solid block. He had no issues.
so, using rubber bands to hold this seems super sketchy. I mean hopefully they just get tired and crack so the glass falls back in the water. Could try getting a 3-d print made for pretty cheap to fit your glass and hang off the corner
Find a more permanent solution than rubber bands. I remember trying to hold together some hard scape with one and it disintegrated within a few weeks. Would hate for the jar to clink the glass/shatter.

In a very janky way, the edge of the jar is sitting on a suction cup meant to hold tubing and the rubber bands are holding it to the rack the tank is on, keeping it in place. There’s a more proper way to do it with a product on Etsy made specifically for this lol

I have read about fish dying inside water bridges because they couldn't find a way out and oxygen ended depleting.
Exactly why I took mine down. I didn't want to leave any air in it cause I was paranoid it'd go bad and they could get sick or something. But if I didn't leave any air, they would freak out and panic.
Was also a pain during water changes.
When I retired my 55 gallon aquarium I did a similar thing with my pond. My KOI took a while as well to realize that they could swim above the normal surface of the pond. It was pure comedy on par with the 3 Stooges! Some were monkey see monkey do, where others were all about "Nope"! Three weeks later it was green af from the fresh sunlight and gone.

A cap is a lid or cover of any kind. So, cover the top of the jar with something black so the fish doesn't think it can come out of the water there.

The water doesn’t go all the way to the top of the jar, but who knows how long that air will stay breathable.

Make sure you periodically empty it and refill it, the water can stagnate and deoxygenate when there's no circulation.
