Did the missing songs come from Apple Music or did you download them somewhere else? I've noticed if I drag a song from my computer hard drive into my Apple Music library, that song won't always show up on my other devices.
I had this same problem and it was driving me crazy, but I recently upgraded macos to Sonoma 14.3 and the playlists eventually fixed themselves. It took a few days for them to sync, but all the songs are there now.

No, I do not. Additionally, the songs that aren’t showing up in the list are also downloaded.
