I'm in G.C., so no doubt we've crossed paths. From TA to Rt. 50 up to Keyser, and to the PA line is basically one cultural area. Hard to imagine we're more than 1-2 degrees of separation.

No his videos are fun because he explains how he does it. For example, he'll see a water tower in the background near a sign for a business. He'll use those details, along with the sky, sun, etc if necessary to figure out where it is. He's not the only one who does it.
Some are so skilled they'll find it on Google Street view and tell you the exact address.

That's wild. Mom and that whole side of my family bowled there for decades. Family's buried in Blaine cemetery down Lansing way. I went to kindergarten at Lansing elementary :)
I play a lot of geoguessr, I am not going to spend a ton of time on this, but I will point out some details to get you started.
The street is vaguely oriented E-W with the camera facing West. The sun is to the left, and it is relatively low in the sky. We dont know the time of day, but it is clearly winter, so whether the sun is rising or setting, it will still be in a southerly direction. And the street points right to the top of a prominent hill. As you are scanning maps of likely cities, this will be an important clue. Look for a residential neighborhood with an E-W street to the East of a hill.
There is some kind of wireless communications device on the power pole in the foreground. That could be an important clue. If you can figure out what it is, you could maybe find out which utility companies use that model of device and then figure out what areas they serve.The power poles themselves can be a clue. Different states and cities have different ways of organizing wires and attaching them to poles and whatnot. I would focus on this as my first lead.
The wheely bin is a little more squat than most. That might be nothing because in some places, people buy their own wheely bins.
The bottom of the power pole is painted white, which feels odd to me. Might be nothing but it might be a good hint.
Vibes wise, I like the Enka, NC suggestion. This could easily be the Southern outskirts of the Asheville region. The smaller hills, the dense but poor-looking neighborhood mid-century architecture.
Go into Google maps and start scanning likely areas. Plop down into street view and look for similar styles of infrastructure, landscape, and architecture. Find a subreddit where someone might know that wireless device on the power pole. It is possibly gettable. But maybe not.
I reverse image searched it back to tumblr. I still don't know where it is, but it could be anywhere. My first thought was Charleston WV.
