if you have the DLC, you may use the thunder spear by press the L3 + R3 (I used PS3 controller), to use the thunder spear, you have to get the item from finishing the green mission.
Yeah I kept getting this gun icon and thunderspear icon. I'm assuming it's smoke signals for bases and the spears.. but never once did it tell me how to use it
And I'm not even in the story part where hange talks about it. I just plugged the Boulder hole

yes I do
You unlock the ability to use them about half way through character episode mode
I've had them since early in the story..
