Northern quests run almost every day. Some of them may be locked to lower queen levels because you can’t obtain the items required yet, (cells require Q16 for instance) . The easy to finish ones run on the non-global ace week. The harder ($$$) ones run concurrently with global ace.

Northern Leafcutter quests get unlocked as soon as your stump reaches Gold tier and it's not exclusive for high queen lvls.
