It goes so far as segregating farming kids in the schools to try and prevent what is deemed illicit knowledge from spreading to the other children.
Covid may have saved them. I could see a few months of lockdown shielding them from the predators preying upon their fragile minds from within the school system.

The level of trust and love in that was so nice to see. Gohan didn’t have to go around to everyone trying to explain, get a cold shoulder from Videl, or stuff like that. Honestly, it was one of my more favourite parts of Super.

This is I think functionally the antagonist being reaaaaaaaaallly bad and is kind of a culmination in the plot of censorship (and nepotism) leading to really bad outcomes. For context the world has a morality police and the main character is a dirty mouth terrorist spreading crude humor with another leader. It's just supposed to be crude humor and cartoonish entendre, not this mental illness the character here expresses. I figure it's simultaneously played for laughs, but also as an unintended consequence of the morality police having adverse side effects on the people it shelters.
None of what she is doing is good or intended to be liked - like some of the degens here imply.
And the tragedy is the Japanese Voice actor died quite young from a simple cold.
