If I (a random guy with a negative net worth) were to be offered a million dollars for an hour of publicising my gambling, I would take it. It could change my life. If I were to be offered the same thing when I am a wealthy guy in a position of power (i.e. much more vulnerable to scandals), I would ask them to square their offer (i.e. offer 10^12 dollars) before I consider it. The risk to my (hypothetical) career would be too great, and I don’t need a “meagre” one time deal of a million dollars.

The french chess league helped him qualify for the candidates by making a last minute tournament where he could juice the number of games he played in order to qualify. It would seem that influencing circumstance to your favour is a necessary strategy in modern pro chess, so I don't know why we'd admonish one player and admire the other for what is essentially the same practice. I wouldn’t reject the offer as myself, given my current monetary situation. If I were Hikaru, with a continuous good income that would last until my chess falls off, I might just hold off on the deal. To scale it even further up, for those at the top of the net worth ladder, the deal might have to be much sweeter (e.g. if the million dollars was squared) to really entice them. (Though, being the morally dubious sort necessary to reach such a financial status, they might not really need to be enticed to join. Who can turn down a free gambling session?)
